PURPOSE: To distribute a return message even to a non-subscriber, which is not registered yet, by receiving the telephone number of a return destination together with the message and storing them when the message is registered.

CONSTITUTION: When the message is registered to an operator B by a telephone set 12, a general non-subscriber user A inputs the telephone number of the subscriber itself according to an instruction from a sound accumulator 14. The operator B hears the sound message addressed to the operator itself stored in a message storage part 21 of the sound accumulator 14 by a telephone set 13 and afterwards, the return message to this stored message is inputted. This return message is stored in the message storage part 21. At such a time, a message control number identification part 17 recognizes a prepared message number added to the message as the object of the return message and extracts a corresponding reception control code from a memory table 23.
