A soft high density rubber sheet 11 comprising a rubber material filling a part between two calcium silicate plates 10, 10 with magnetic metal particles such as iron and nickel of average particle number of a few μm-1 mm to be highly made dense, and a soft rubber sheet 12 not filling the metal particles are sandwiched to adhere each member 10, 11, 12 with an adhesive so as to form a sound insulation panel. Particularly, acoustic transmission loss is enlarged in a low frequency band area, and the sound insulation panel excellent in sound insulation can be obtained.
