A sound insulation and ventilation structure in the sound insulation space where the generation source of the noise is shielded by a sound insulation structure is laminated into at least three layers by employing as a main body tabular bodies 1, 2, 3 having a plurality of ventilation gap parts 5, 6 for allowing air circulation which are formed in a thickness direction, and adjacent tabular bodies 1, 2 formed of at least two layers are made of sound absorbing materials 1A, 2A for absorbing the noise using the air circulation. The respective ventilation gap parts 5, 6 are made to be flowing passages R1, R1 for securing the communication state among each layer are displaceably arranged at positions where the ventilation gap parts 4 of the uppermost layer tabular body 1 are not overlapped on the ventilation gap parts 6 of the lowermost layer tabular body 3, and the ventilation gap parts of the uppermost layer tabular body 1 are indirectly concealed by the lowermost layer tabular body 3.
