To prevent loss of seeds and surely raise Zostera marina in creation of Zostera marina field by sowing.
This sowing sheet is produced by fixing seeds of Zostera marina to a net-like sheet member 1 so as to become a prescribed sowing density. The sheet member 1 is made of a biodegradable resin. The sowing sheet is laid on a water bottom on which Zostera marina field is created by using a laying apparatus. The laying apparatus lays a roll like sowing sheet in spread state by rotating the sowing sheet in a state rolled in roll-like shape. Sowing can readily be carried out in a nearly prescribed sowing density by laying such sowing sheet. Loss of seeds due to flow, etc., of tide is prevented and Zostera marina field can surely be created thereby. Since the sheet member 1 is made of a biodegradable resin and the biodegradable resin is decomposed with the passage of time, the environment is not polluted and much labor is not required for recovery and treatment of the sheet member.
