To provide an internal combustion engine spark plug and an internal combustion engine having the same, which can suppress the temperature rise of a cover part, forming an auxiliary chamber, with the suppression of a large sized auxiliary chamber.SOLUTION: A spark plug 1 includes an insulator 3, a center electrode 4, a housing 2 and a cover part 5. The center electrode 4 is held inside the insulator 3 and has a tip projection part 41 projected to the tip side of the insulator 3. The cover part 5 is provided in a manner to cover at least a part of the projection tip part 41. Also, the cover part 5 is provided at the tip part of the housing 2. The cover part 5 has a formed through hole 52 which communicates between the auxiliary chamber 51, which is a space inside the cover part 5, and the outside of the cover part 5. The outside surface 53 of the cover part 5 has a radiation structure 50 in the part of the circumferential direction, having a surface area per unit project area larger than other parts.
