A recording and reproducing part 1 of a speech recording and reproducing device A is connected with an external microphone 2, a speaker 3, and a control part 4. The control part 4 is connected with a timer 5, an internal microphone 6, a brightness sensor 7, a person sensor 8, various key switches 10, light emitting diodes 9, and a display part 12. The control part 4 instructs the recording and reproducing part 1 to record speech from the external microphone 2, and instructs it to output a specific reproducing signal to the speaker 3 under specific conditions combining information from time and the brightness sensor 7, the person sensor 8, and the key switches 10. If the reproduction conditions are complete, the control part 4 properly combines phrases recorded in each area and creates the speech, and outputs it from the speaker 3.
