PURPOSE: To enable plural users to use the speech recording and reproducing device, to record and reproduce plural speech data at the same time, and to reproduce the speech data which are already recorded while the speech data are recorded.

CONSTITUTION: A system controller 5 supplies speech data from a disk recorder 3 to 1st and 2nd operation parts 1 and 2 through a 1st buffer memory 4 or 2nd buffer memory 13 according to the operations of the 1st and 2nd operation parts 1 and 2, and also supplies speech data from the operation parts 1 and 2 to the disk recorder 3 through the 1st buffer memory 4 or 2nd buffer memory 13. The speech data can, therefore, be recorded and reproduced according to the different operations of the 1st and 2nd operation parts 1 and 2.
