PURPOSE: To obtain the speech recording and reproducing device which can be adjusted in sound volume and increased in sound volume through easy operation when the reproduced sound volume is deficient.

CONSTITUTION: The speech recording and reproducing device which uses a semiconductor memory detects a peak value from digital speech data by a peak detecting circuit 10 in sound recording mode and holds it by a peak holding circuit 11. In reproduction mode, an amplitude control circuit 12 converts the amplitude of digital speech data read out of the semiconductor memory M according to the peak value held by the peak holding circuit 11 so that the peak value reaches a maximum permissible amplitude level. A switching circuit 13 selects and outputs the digital speech data read out of the semiconductor memory M or digital speech data from the amplitude control circuit 12, converts the data into an analog speech signal, and transmits and outputs the signal.
