To perform speed change control that suppresses repeated charging/discharging to a battery even in the response delay of an engine in a hybrid transmission in which four rotating members exist on a collinear figure.
A determination part 34 determines target engine torque tTe that generates a target engine output tPe at minimum fuel consumption and the target number of revolutions tTNe of the engine. An operating part 35 obtains the number of revolutions tNm1 of a first motor-generator from a rotational balance equation on the collinear figure. An operating part 36 obtains the target torque tTm1 of the motor-generator for making the actual number of revolutions Nm1 of the first motor-generator coincide with the target number of revolutions tNm1 from feed-back control. An operating part 37 obtains the target torque tTm2 of a second motor-generator that enables direct power distribution by which the power generation and the power consumption of the motor-generator coincide with each other. The target torques tTe, tTm1 and tTm2 are used for controls of the engine and both the motor-generators.
