To solve the problem of starting time becoming longer if speed overshoot of a motor on the occasion of its start is prevented, when the speed of the motor is controlled having a speed control system and a current control system.

In a speed control amplifier 5, a time constant is sufficiently large. On the occasion of starting the motor 1, a stepped speed value is applied to the speed control amplifier by a contact circuit 8, and a contact circuit 9 is closed simultaneously. To obtain a current command for a current control amplifier 6, the output of the speed control amplifier and a forcing set value from a setter 7 which corresponds to torque necessary for acceleration and deceleration are added. The contact circuit 9 is opened, when the speed of the motor becomes in a steady state.
