To provide a speed controller which can surely exert a control function when a speed exceeds a threshold, while securing a smooth operation when the speed is equivalent to/falls short of the threshold, and which can exert stable control ability without reference to the use environment, and a wheel unit.
This controller, which is equipped with an output shaft connected to a wheel R and rotated with the wheel R, controls the moving speed of a movable body which moves by rolling the wheel R. The controller is equipped with a braking means for applying a braking force to the output shaft when the moving speed of the moving body becomes equivalent to/exceeds a threshold moving speed in the movement of the movable body. The braking means can restrain the moving speed of the movable body from becoming equivalent to/exceeding the threshold moving speed. Since the braking force does not act on the output shaft when the moving speed of the movable body is lower than the threshold moving speed, the output shaft and the wheel R can be smoothly rotated, and the movable body can be smoothly operated.
