A metallic plate 31 is disposed in a collision position of a spool 14 to form a damper chamber A between the sleeve 13 and it. A damper oil passage 32 is disposed to the plate 14, and oil in the sleeve 13 is led into the damper chamber A. The damper oil passage 32 is closed by the spool 14 when the spool 14 abuts on the plate 31 to approximately liquid-tightly seal the damper chamber A. A fixed member abutment portion where the sleeve 13 abuts on the plate 31, and a spool abutment portion where the spool 14 abuts on the plate 31 are disposed in separate positions not overlapped with each other when seen from an axial direction. When the spool 14 collides with the plate 31, oil damping of deformation of the plate 31 absorbs a colliding force without increasing the size. Since soft resin is not used for collision relaxation, high reliability can be secured over a long period of time.
