To prohibit an operation of an operating member such as a press-down button by using a stopper depending on a requirement of a user, to eliminate a fear of losing the stopper, and to make it applicable to an aerosol type one.

A spraying device 20 is equipped with a container fitting member such as a screw cap 21 and a mountain cup to be used when it is fitted to an opening part 11 of a container 10, a stem 22 sliding in the length direction and provided freely in and out to the container fitting member, a head part such as the press-down button 23 with a larger outer shape that of the stem and provided at the tip of the stem, and a stopper 30 selectively fitted at a first position wherein it is fitted to the stem between the head part and the container fitting member to prohibit press-down of the stem, and at a second position wherein it is fitted to the head part to make press-down possible.
