To solve problems wherein wind pressure or the like causes an upper structure to shake and seismic energy directly acts on the upper structure.
Either one of a projecting part 3 rising from a foundation 1 and a hanging part 4 lowered from a sill 2 is protrusively provided with an elastic cushioning member 7 projected toward the other part. A drawing member 5 is interposed between the foundation 1 side and the upper structure 2 side. Both sides are drawn to each other by the resilience of the drawing member 5 to prevent the upper structure from being moved by the wind pressure. In case of an earthquake, its energy exceeds the resilience of the drawing member 5, and the elastic cushioning member 7 abuts on the facing other part to absorb the energy.
