A water level of a relay tank 4 is controlled at a predetermined level with a relay tank water level controller 2, and the amount of supply hot water to a hot water storage tank 9 from the relay tank 4 is controlled with a first hot water storage tank water level controller 11 to control water level in the hot water storage tank 9 at a predetermined amount. Starting pressure of a hot water distribution pipe line 14 of the hot water storage tanks 9, 9a 9b is controlled at predetermined one with a starting pressure controller. Further, final end pressure of the hot water distribution pipe line 14 of the hot water storage tanks 9, 9a, 9b and a water level in reach hot water storage tank are detected with a final end pressure water level controller whereby water level control is ensured wherein there is prevented a pressure change due to variations of the amount of a hot spring into each hot water storage tank, and there is prevented reduction or an overflow of the amount of a hot spring to the hot water storage tanks.
