To enable old newspapers or the like to be thrown in without being caught by an inlet section when old newspapers or the like are thrown in by reshaping and reinforcing the inlet section of an arrangement paper bag for recovery, and at the same time, to enable old newspapers or the like to be packed without being tilted or lifted after the old newspapers or the like are stacked in the arrangement paper bag for recovery.
For this stacking-packing apparatus, the outside of the arrangement paper bag for recovery is surrounded by a plate material, and a reinforcing box is installed. Also, the four edges 19 and 20 of the inlet section of the arrangement paper bag for recovery are reshaped by U-shape mold materials 22, 23, 24 and 25 and are made into a strong one so that the four edges 19 and 20 can be fixed to the four edges of the upper section of the reinforcing box. In addition, before the old newspapers or the like are stacked, binding strings 6 and 7 are set in advance between the arrangement paper bag for recovery and the reinforcing box. Thus, after the completion of the stacking, the old newspapers or the like can easily be packed by simply binding two pieces of the binding strings on the top of the old newspapers or the like.
