PURPOSE: To conduct the lapping of a stamping-out blade easily and with high precision by providing a stamping-out blade up and down drive device which carries out insertion and drawing-out while holding vertically a stamping-out blade that is most suitable for press stamping-out, in regard to the stamping-out guide hole of a stopper fixed on a base.

CONSTITUTION: In the case of a stamping-out blade surface being conducted with lapping, a stripper plate 2 is kept pressed lightly by means of retainers 14, and a stamping-out blade 7 is lightly pinched by means of the holder 6 of a perpendicular drive member 5. Next, a handle 11 is manually and gradually kept on being lowered and is temporarily stopped right before the stamping-out blade 7 comes into contact with the stripper plate 2, and the stamping-out blade 7 is moved to a position where the stamping-out blade 7 and a stamping-out guide hole are fitted to each other, and pinch-pressing is carried out by means of the holder 6. Afterwards, the stamping-out blade 7 is slightly inserted into the guide hole by pushing down the handle 11 slightly, and the micro adjustment of mutual positions is conducted, and predetermined lapping is conducted by slightly moving the handle 11 up and down initially and then moving it up and down by increasing a movement amount gradually.
