This device includes an exhaust heat regeneration system (30) regenerating thermal energy generated from the internal combustion engine (10) to rotary energy, momentum accumulation means (44, 35) accumulating rotary energy generated by the exhaust heat regeneration system (30) as inertia force, and a control device (40) controlling start of the internal combustion engine (10). The control device (40) transmits rotary energy of the momentum accumulation means (44, 35) to a rotary shaft (12) of the internal combustion engine (10) when the internal combustion engine (10) is started.
