To provide a start lock device of a mobile body capable of preventing a third party other than a legitimate driver from releasing a start lock state.

The driver sets the mobile body 31 to an operation stop state (the start lock state) by a start lock setting means 830, but cannot set a password on a mobile body 31 side. The driver distinguishing data (user ID) for distinguishing driver is also inputted. The mobile body distinguishing data (vehicle ID) for distinguishing the driver distinguishing data (user ID) and the mobile body 31 is transmitted to a terminal unit on a manager side from the mobile body 31 through a communication means. When the terminal unit receives the driver distinguishing data (user ID) and the mobile body distinguishing data (vehicle ID), it determines whether release of the start lock state is permitted or not based on these data and transmits a command for permitting release to the mobile body 31 when it determines that the release is permitted. When the mobile body 31 receives the command for permitting release, the operation stop state (the start lock state) of the mobile body 31 is released.
