To move a rack rapidly into an optimum position for starting by providing a spring mounted in a contracted state into a cylinder in such a way as to have spring force smaller than the operating force of an actuator and the internal resistance of a governor lever and larger than the operating force of the governor lever so as to act against the injection quantity increase direction of a rod lever.
An actuator 1 is operated only for the duration of a control signal so as to slide a rack 22 of a fuel injection pump 21 into an optimum injection position while allowing the free rotation of a common rod 13 into increase-decrease directions indicated by arrow marks at the time of being unoperated. As to a cylinder 8, a bracket protruded from the center of a cover-like bottom part 8a is connected to the tip of a rod lever 18 by a pin 19, and a first spring 10 is mounted in a contracted state into a drum part 9. A piston rod 7 protruded from a piston 7a is provided with an intermediate collar part 15 and a second spring 17 for pressing a governor lever 12 toward the intermediate collar part 15. The spring force of the first spring 10 is so set as to be smaller than the operating force of the actuator 1 and the internal resistance of the governor lever 12 and to be larger than the operating force of the governor lever 12 driven by a hydraulic circuit.
