A judgement section 4 for safing comprises a comparator at a speed reduction side (a comparator for judging a deployment signal at a speed reduction side) 42 for outputting when the output signal of the safing sensor 2 via a second LPF 41 exceeds a speed reduction side threshold A; and an acceleration side comparator (a comparator for judging acceleration side development signals) 43 for outputting when the output signal of the safing sensor 2 via a second LPF 41 exceeds an acceleration side threshold B. Then, when an output signal is outputted from either the speed reduction side comparator 42 or the acceleration side comparator 43, an OR circuit 44 outputs the signal as the airbag development signal.
