To provide a starter of an internal combustion engine capable of heating a fuel to be injected through the fuel injection valve as needed for the start of an internal combustion engine, while saving power consumption.
A starter 10 of an internal combustion engine includes a concentration detection means 2 for detecting the alcohol concentration of the fuel in fuel paths 23, 24 through which the fuel is supplied from a fuel pump to a fuel injection valve 21, a temperature detection means 3 for detecting the temperature of the fuel in the fuel paths 23, 24, a heating means 1 for heating the fuel in the fuel paths 23, 24, and a control means 5 for controlling the heating by the heating means 1, before the initiation of start of the internal combustion engine. The control means 5 controls the heating means 1 to add calories needed for the start of the internal combustion engine to the fuel based on a temperature value before heating detected by the temperature detection means 3 and an alcohol concentration before heating detected by the concentration detection means 2, whereby heating of the fuel to be injected through the fuel injection valve as needed for the start of the internal combustion engine, while saving the power consumption.
