A starting control device of an internal combustion engine 300 includes: a hydraulic starting device 100 for starting the internal combustion engine 300 by being driven by oil pressure of operating fluid; an electric starting device 200 for starting the internal combustion engine 300 by being driven by electric power supplied by a battery 202; and a control means 400 for controlling to start the internal combustion engine 300 by driving the hydraulic starting device 100 and electric starting device 200. The control means 400 starts the internal combustion engine 300 by driving at least the electric starting device 200 and starts the internal combustion engine by driving the hydraulic starting device 100 alone after predetermined timing.
