PURPOSE: To prevent slippage and improve production efficiency by determining the ratio of the number of revolutions of a rotating drum to that of a package at the initial starting time of the drum, and correcting the number of revolutions of the drum after starting according to the rotational ratio when driving the rotation of the package by the contact with the drum.

CONSTITUTION: The respective numbers of revolutions N1, N2 of a rotating drum 4 and a package 9 are detected by rotational speed sensors 21, 22 for input into a control means 23. The control means 23 calculates the ratio N2/N1 between the two numbers of revolutions at the initial starting time of the rotating drum. Then according to the rotational ratio the number of revolutions N1 of the rotating drum 4 is determined so that no slippage may occur between the rotating drum 4 and the package 9 to control a drive motor 8. It is thus possible to prevent slippage and to improve production efficiency.
