To solve the problem in a conventional method that since the value of operation parameter for the start of a generation plant is determined in the planning or trial operation of the generation plant, and the operation state of the generation plant from that time is not reflected thereto, the resulting operation method is a conservative one having a tolerance for generation of thermal stress in equipment, considering a change in plant and equipment characteristics, a change in operation condition or the like, which may extend the starting time and increase the fuel consumption or energy loss in starting.
In this method, an optimization problem for minimizing or maximizing an objective function that is a prescribed evaluation index while satisfying both an operation limit value of equipment and an environmental regulation value of plant or a limiting condition of either one of them to determine an operation variable value that is the operation parameter. According to this, the shortening of starting time, the reduction in fuel consumption or energy loss in starting, and the like can be attained without exceeding the operation limit value such as thermal stress in equipment or the environmental regulation value such as discharge quantity of environmental pollutant.
