To make the decision of starting as quickly as possible and as inexpensively as possible as malstarting is sharply prevented in a starting system for a passenger binding device in a vehicle.
A starting system for the passenger binding device 3 of a vehicle includes a start control device 2, and the starting preparation of the start control device 2 is related to a parameter related to collision, and can be therefore effected by a collision parameter detecting device 4. The device 4 includes a material body detecting device 5 which can detect a collision body 6 before the collision in an adjacent range about a vehicle 1 and at least obtain a relative velocity Vlr, and a signal generater 8 for prescribing a collision parameter signal S having a relation to the relative velocity always obtained when the collision body 6 is detected. In order to improve protection against a head-on collision, the collision parameter detecting device 4 further detects the proper velocity Ve of the vehicle, and when a collision body 6 is detected, the signal geraerater 8 always prescribes the collision parameter signal S affected by the proper velocity.
