PURPOSE: To provide a stationary wheel cap for the rotary body of an automobile or the like keeping the nearly same vertical attitude at all times even if a wheel is rotated and allowing characters, figures, or the like on the stationary wheel cap to be visually observed and recognized even during the travel of an automobile so as to attract people's attention and to serve for the improvement of safety.

CONSTITUTION: The boss part of a bearing 12 is fittingly fixed into the hub hole 2 of a wheel 1, and a stationary wheel cap 10 is fitted to the tip of the bearing shaft 16 of the bearing 12. A weight 19 is then fitted to one end of the wheel cap 10 to form the basic structure of the stationary wheel cap 10. The torque of the wheel 1 is cut off by the bearing 12 and therefore not transmitted to the stationary wheel cap 10, so that the stationary wheel cap 10 is kept in the same attitude by the weight 19.
