To provide a steel material with drainage function by which a filter is hardly clogged at the time of installation of the steel material in a foundation and by which gap water can be surely discharged from the upper part at the time of liquefaction.

A draining member 3 is divided into a drainage section K1 which is located at the upper part of the draining member 3 and which drains water from a drainage channel 4 to a foundation, and an inflow section K2 which is located below the drainage section K1 and in which water flows in the drainage channel 4 from the foundation. In the drainage section K1, a plug 6 for steel material in which a water-soluble substance SB is not packed is fitted to an opening 5, and in the inflow section K2 a plug 16 for steel material in which the water-soluble substance SB is packed is fitted to the opening 5, so that a filter 7 is hardly clogged at the time of installation of the steel material in the foundation and gap water can be surely drained from the upper part at the time of liquefaction.
