To provide a steel plate for a dry battery having highly lustrous and beautiful appearance of a battery case and capable of exhibiting high resistance on the inside to prevent the deterioration of the battery performance.

The surface roughness of one surface (a surface forming the outside of a dry battery case) of steel plate is 0.5 μm or less, based on the center line average roughness (Ra), and the surface roughness of the other surface (a surface forming the inside of the dry battery case) is 1.0-5.0 μ based on the center line average roughness (Ra), and the surface roughness Y (μm) as shown by the maximum height (Rmax) on the other surface and the plate thickness T (μm) are such that they satisfy the relation A/T≤0.05. By setting A/T to 0.05 or less, the effects of the unevenness of the roughness of the surface which forms the inside of a case on the surface forming the outside of the case is made small, and high lustrous and beautiful appearance can be obtained.
