To automatically creat a plan of the optimum stacking order in a short time by grouping plural steel plates, and creating plural array patterns different in array order of each group to perform stacking simulation.
In the case of stacking plural steel plates (a)-(e) in layers in a yard, according to the conditions such as the size of a steel plate, a rolling order, the steel plates are grouped, plural array patterns different in array order of each group G1-G3 are created. Secondly, from the head group of each array pattern first, stacking simulating is performed according to the stacking determination conditions to obtain the number of stacked plates by each array pattern. Subsequently, in the order of increasing the number of stacked plates, a designated number of array patterns are selected to recombine group array orders and create new plural array patterns. A procedure of selecting the array pattern with the smallest number of stacked plates from the created array pattern and the array pattern with the smallest number of stacked plates is repeated designated number of times to determine the optimum steel plate stacking order in a yard.
