The steel sheet for cartridge members is obtained by forming a zinc layer 2 by galvanizing on a steel sheet 1, locating a chromate- or oxysulfate-based surface treating layer 3 on the zinc layer 2, and locating on the layer 3 a black resin layer 4, two layers consisting of a transparent resin layer 3 and the black resin layer 4, two layers consisting of the black resin layer 4 and the transparent resin layer 3, or two layers consisting of a first black resin layer 4a and a second black resin layer 4b different from each other in pigment concentration and thickness.
