To make a mechanism for prioritizing a handle operation simple and stable in a wheel loader in which a steering operation can be performed by a handle operation and a lever operation.
A steering device includes: a handle control valve 26; a lever electromagnetic control valve 27; and a handle prioritizing valve 70 having a throttle 72 and a prioritizing valve body 71. The throttle 72 is provided between the handle control valve 26 and a tank 31 in a return oil path. The prioritizing valve body 71 is provided between the output port of the lever electromagnetic control valve 27 and right and left pilot oil paths, and includes: a communication stage communicating the output port of the lever electromagnetic control valve 27 with the right and left pilot oil paths; and a blocking stage blocking between the output port of the lever electromagnetic control valve 27 and the right and left pilot oil paths. Furthermore, the prioritizing valve body 71 is switched to the blocking stage when a differential pressure is caused between the front and rear sides of the throttle 72, and when no differential pressure is caused between the front and rear sides of the throttle 72, the prioritizing valve body 71 is switched to the communication stage.
