If the ratio (the steering angle ratio) of the turning angle δ to the steering angle θ of a steering 2 by a driver is different from the predetermined standard control steering angle ratio K0 (V) according to the vehicle speed V when a steering device 1 is started, the ratio of the turning angle δ to the steering angle θ at this time point is set as the control steering angle ratio K, and continued to the time point at which the steering angle θ of the steering 2 by the driver becomes zero, and the state of the steering 2 reaches the neutral position, or to the time point at which the standard control steering angle ratio K0 (V) according to the vehicle speed V is equal to the control steering angle ratio K which is a value (δ/θ) obtained by dividing the turning angle δ by the steering angle θ.
