PURPOSE: To prevent a pad from shaking at the time of steering, etc. or from moving when a band is touched to said pad by providing a projecting part made of a soft material such as a rubber, etc. on the inner periphery of an engaging hole or on the outer periphery of an engaging part.
CONSTITUTION: Engaging holes 22, 23, which are bored on the surface of an engaged body 19 from a column 1 side, have a tapered shape, being formed gradually smaller toward the bottom face sides. A projecting part 24 made of a soft material such as rubber, etc., is provided on the inner periphery of each engaging hole 22, 23, in an integrated form, with more than one projecting part being lined in the peripheral direction. Engaging members 26, 27 are provided between the cylinders 3, 4 and engaged members 15, 16 respectively, in order to support a pad 13 in such a way that it does not rotate with respect to the column 1, and the parts of the members 26, 27 on the column side are always slidably fitted in the cylinders 3, 4, restraining the engaging parts 26, 27 from shaking.
