To provide a winding and positioning control device capable of positioning the tip of a strip to a stepped portion of a sleeve in an automatic operation and with high accuracy.

A tip of a strip 1 is stopped at a position A before B by a distance L. An angle θ subtended from C to B of a tension reel 2 is set so that a stepped portion of a sleeve 7 is moved by the distance L, and the tension reel 2 is turned so that the stepped portion of the sleeve 7 is stopped at the position C. Then, the tip of the strip 1 reaches the stepped portion of the sleeve 7, and the winding is started at the position B by simultaneously operating the strip 1 and the tension reel 2 at the same speed.
