Stirring blades 5 attached to a rotary shaft 4 include a first flat-plate blade 7 formed in a tapered form so as to narrow in width from an outer end 7A toward the rotary shaft 4, and at the same time attached to the rotary shaft 4 at an inclined angle raising the solution 2 to the rotating direction of the rotary shaft 4, and a second flat-plate blade 8 formed in a tapered form so as to narrow in width from the outer end 8A toward the rotary shaft 4 at the upper position of the first flat-plate blade 7, at the same time attached to the rotary shaft 4 at an inclined angle raising the solution 2 to the rotating direction of the rotary shaft 4, and formed more shortly than the blade diameter of the first flat-plate blade 7.
