PURPOSE: To provide a stirring device applying uniform high shearing to a matter to be treated to improve a mixed and dispersed state.

CONSTITUTION: A plurality of crossed lens-shaped rotary paddles 5 are attached to a rotary shaft 4 so as to hold an interval in the axial direction of the rotary shaft 4 and a plurality of half lens-shaped fixed paddles 8 are attached to the inner wall of a container 1 so as to hold an interval in the axial direction. Scrapers 7, 9 having a triangular cross section are attached to the leading end parts of the rotary paddles 5 and the fixed paddles 8. The rotary paddles 5, the fixed paddles 8 and the scrapers 7, 9 are arranged so as to hold slight gaps between them. The matter to be treated entering the container 1 from an inlet 2 is uniformly mixed to be discharged from an outlet 3.
