SOLUTION: This device comprises a storage part 1 securely mounted on a car body member 2 and having a storage port 1a opened toward the car room side; cover members 3 and 6 securely mounting the storage part 1 on a car body member 2 in a manner to cover it from the car room side and having an opening part 6b in a position situated opposite to the storage port 1a; and an openable on-off member 5 rotatably supported at the cover members 3 and 6 and openable of the opening part 6b.
