A storage section 2 has a plurality of blocks. The management block 2-3 stores at least one piece of management information of the storage section. A system region 2-1 is assigned to the specific block of the storage section and stores link information of the management block 2-3. A control section 3 refers to the link information of the system area 2-1 at start time to retrieve the position of the management block. When the retrieved management block becomes full in association with updating of management information, the control section 3 assigns another empty block of the storage section to update the management block, and updates the link information of the system area to an address of the assigned empty block.
