PROBLEM TO BE SOLVED: To provide a system that is characterized by automatically creating a storage plan of each point of time, while highly keeping the carry-in/out easiness of each product, by considering a surrounding environment (wall, conveyance path, etc.) of a storage field and an arrangement situation of products already stored, etc.SOLUTION: A storage plan creating control unit creates a storage plan of storage products in multiple points of time by controlling: a storage situation extraction unit for extracting position information on the storage product to be already stored in the storage field at the point of time when a new storage product is carried in to the storage field; an arrangement recommendation degree calculation unit for calculating an arrangement recommendation degree of each position in the storage field, on the basis of position information on the storage product extracted by the storage situation extraction unit, position information on the storage field, attribute information and position information on the surrounding environment of the storage field; and a storage product arrangement plan calculation unit for calculating a storage position of the storage product from dimension information on the new storage product and the calculated arrangement recommendation degree of each position in the storage field.
