Therefore, by deeply forming the recessed groove for ventilation in the thickness part of the tubular body from the outer peripheral face of the external tube, a sliding can be smoothly performed by reducing the resistance of the internal tube to the external tube, and also, even when an external force is unexpectedly applied in the circumferential direction of the external tube, the external force is dispersed with a favorable balance, and a bending phenomenon or the like is prevented from occurring, and a silencing effect is promoted, and the straw function is satisfied.
