A stream processing section 12 awaits an access from a client 2. When the client 2 accesses the stream distribution apparatus 1A, a selection section 14A acquires client information (client ID) from the stream processing section 12 to check whether or not the client ID has already been registered in a client attribute table 13A. When registered, the selection section 14A extracts a speed level from the client attribute table 13A and the stream processing section 12 starts distributing a stream at the extracted speed level. When not registered, the stream processing section 12 registers the information of the client to the client attribute table 13A and starts the distribution.
