A measurement management section 113 of the user's terminal 110 receives measurement conditions such as measurement parameters from a quality management server 150. A primary parameter acquisition section 114 acquires reproduction information of contents and time information. A parameter analysis section 115 calculates a delay in starting the reproduction and a lag in reproduced scenes as quality-related parameters. A parameter transmission section 116 sends the quality-related parameters together with an identifier such as an audience IP address to the quality management server 150. A parameter management section 153 of the server 150 manages the reproduction quality in real time based on the received identifier and the quality-related parameters.
