This structure for installing a reinforcing steel plate 2 in a concrete skeleton 10 of an existing reinforced concrete building so as to perform the seismic strengthening of the existing reinforced concrete building almost includes: a hole-in anchor 3 which is embedded in the concrete skeleton 10 in the state of protruding a fastening portion (screw portion) 3a; and a steel plate 4 for a cover, which is arranged on a surface on the other side of the surface, installed in the concrete skeleton 10, of the reinforcing steel plate 2. The reinforcing steel plate 2 is equipped with a through-hole 2a which undergoes the insertion of the fastening portion 3a of the hole-in anchor 3; and the through-hole 2 is formed in such a shape that its inside diameter is larger than the diameter of the fastening portion 3a of the hole-in anchor 3. A bolt hole 4a is formed in the steel plate 4 for a cover; and the bolt 11 is fastened to the fastening portion 3a which is inserted through the through-hole 2 and the bolt hole 4a, via a nut 12.
