Each of stages comprises a latticed-frame fence 5, which consists of an inclined front wall part 6 made of a reinforcing lattice and a horizontal bottom wall part 7, and which is installed in front of the face 1 of slope of bedrock, and a fill 9 packed between the latticed-frame fence 5 and the face 1 of slope of bedrock, and the stages are constructed as they are piled up from bottom to top. A reinforcing member 3 is placed from under the relatively lower bottom wall part 7 via a part immediately in front of the face 1 of slope of bedrock to under the relatively upper bottom wall part 7, in such a way that the reinforcing member 3 is given an approximately U-shaped cross section so as to encompass the fill 9 of the lower stage.
