PURPOSE: To simplify a mechaism for the paying-out and taking-up of a cable by installing a cable feeding part for upwardly paying out the cable or taking up the cable downward, nipping holding the cable in the vicinity of the opened port part of a cable accommodation part and installing the cable whose lower end is fixed at the cable accommdation part and has a float the upper end.

CONSTITUTION: A float 14 is installed at the upper end of a cable 1, and the lower end of the cable 1 is fixed at a cable accommodation part 13. An opened port part 13a for the passing of the cable 1 is formed in the upper part of the cable accommodation part 13, and a guide pulley 2 for nipping the cable 1 is installed in the vicinity of the opening part 13a. When the guide pulley 2 is rotationarily driven the cable 1 in the upwardly driving-up direction, the cable 1 is payed out by the buoyancy of the float 14. Further, when the guide pulley 2 is rotationarily driven in the driving-down direction of the cable 1, the cable 1 is taken up into the cable accommodation part 13 against the buoyancy of the float 14. Accordingly, the whole device can be made simple, and reliability can be improved.
