PURPOSE: To suppress the transmission of cells over a specified quantity from a terminal equipment by monitoring the amount of use of a transmission buffer from each terminal equipment with a monitor means in a network terminator and inputting a cell representing the use of a dummy to a ring network when the quantity is a prescribed quantity or over.
CONSTITUTION: A terminal equipment of each simple ring network 10 receives a cell addressed to itself, detects an idle cell and outputs a cell including the transmission information. A cell sent to a relevant simple ring network from each terminal equipment is inputted to a transfer means 13 and a dummy busy cell is aborted by a dummy cell abort means 131 and other cells are stored in each buffer 132. A monitor means 14 discriminates the rate of congestion of transmission cells from each TE. When the quantity of use of the entire buffers reaches a preset specified quantity, a selector 15 is controlled to allow a dummy busy cell generating means 16 to output the dummy busy cell from a gate 152 and it is transferred to each simple ring network 10.
