To provide a substrate for light emitting device which is used on a light emission surface side of a light emitting device capable of reducing internal reflection loss on a material interface constituting the light emitting device and to provide the light emitting device which has superior light emission efficiency by using the substrate.
The substrate for light emitting device offered is composed of a high-refractive-index uneven layer of ≥1.6 in refractive index and ≥10 nm in surface mean roughness (Ra) and one or more base material layer of ≥1.55 in refractive index (nD) on at least one substrate surface and used on the light emission surface side of the light emitting device, and the light emitting device is also offered. The high-refractive-index uneven layer is formed of an organic substance and the uneven layer and one or more base material layers preferably have a refractive index (nD) difference of ≤0.2 between adjacent layers.
