To provide a substrate for a phase shifter with good quality, stability, and productivity.SOLUTION: A substrate 1 for a phase shifter includes a substrate layer 10, an adhesive layer 20 provided on the substrate layer 10, a metal layer 30 provided on a portion of the adhesive layer 20, an organic insulating layer 40 provided on the adhesive layer 20 and adjacent to the metal layer 30, and a conductive layer 50 made of a conductive material having an electrical resistance higher than a material of the metal layer 30, provided on the organic insulating layer 40, and electrically connected to the metal layer 30.SELECTED DRAWING: Figure 3
