To obtain a substrate treating agent not only for a very bad wall surface considered to cause lye brought about by strong alkali, lignin, tannin, or the like, and mold on the wall surface of mortar but also for providing a comfortable space of a wall surface amounting to a wide area in a house with electromagnetic wave shielding and absorbing ability and adsorbing ability of formaldehyde, or the like, by essential ability of a particle without using a harmful chemical.
The substrate treating agent is obtained by using the particle mainly constituted of charcoal, bamboo charcoal, Bincho charcoal (hard charcoal produced in Wakayama prefecture, Japan) or activated carbon fired at a high temperature, sodium carboxymethylcellulose or methyl cellulose as a thickener, a permeable resin as an adhesive and such a small amount of a thermosetting resin as not to coat the whole particle. After the substrate treating agent is applied to a wall surface and dried, optionally an air-permeable finishing agent is applied to the wall surface. The particle is preferably constituted of a fine particle having 0.3-2 μm particle diameter.
